I'm working on an anime music video using episodes that have already been encoded in DivX ;-) MPEG-4 Low-motion, but I'm having troubles with the fact that I'm not able to get the precise clips that I want, since I can only cut at keyframes. I was wondering if it would be possible to re-encode the avi using the same codec, but setting the keyframes to one per second. That way I could work with it a lot easier. What downsides to this would there be, besides the fact that I would end up with slightly larger files? Would I still be able to work with it in Adobe Premiere 6.0?

You can re-encode the avi and set the keyframe intervall you want. but re-encoding mostly results in loss of quality.
