In the Debugview, what exactly is overflow??

It's how much the actual size of the encode is off from the expected size at any point in the encode.

I'm not sure what positive/negative means. Does negative mean it's above the expected size or below the expected size?

from the world overflow I would say + means oversized and - undersized.

XviD's overflow is "different" - the value of the overflow is the gap the codec has to bridge, in order to reach the desired file size. An overflow of 50000 means if the encode finishes at that point, the file will be 50 KB undersized. An overflow of -50000 means it'd be 50 KB oversized.
