If i have a source that is 25fps, do I need to convert it to 23.976 before I make it an NTSC SVCD?

Yes, to 23.976 (FILM) and add pulldown or to 29.97 (NTSC)
The first will probably be much more easy and with better quality if the original movie was progressive. If it wasn't, you need to deinterlace it first.
The best way will probably be to simply "play" the movie slower (you do not interpolate frames but use the same ones from the original). Although you need to recompress the movie (not just change the headers to the new framerate) because the resolution in PAL and NTSC is different (480x480 NTSC, 480x576 PAL). If you use TMPGEnc, you can simply say it that your output stream is 480x480@23.976 and in "advanced" make sure that "do not do framerate conversion" is checked.
You also will need to change audio to adjust to the new movie lenght or it will go out of sync. There are some guides to do that out there, but I think that with besweet is really easy since it has some switches to do exactly that. Use the GUI if you do not feel comfortable with the command line...
