this is exactly where dvd2svcd is stuck, i believe it hangs here, the percentage meter at the bottom is full and the little box with the numbers says 6705%. i dunno if this is when it encodes or not, but i dont see my hdd light going anywhere. should i let it go, or shut it down?

What version of CCE are you using?
Is CCE running?
What CPU are you using?

CCE isnt open, therefore not running. and i got a amd athalon 1000mHz with 256 pc133 RAM. and i have CCE version that came with DVD2SVCD the little package from doom9. so its the right version 2.5 sp i think. i got the first problem fixed what happened was it just failed to open CCE, so i used the crash recovery and it picked up right where it left off, but for future refrence anyone have any idea as to why CCE didnt open?

Look at your encoder-tab if it point to the right place where CCE is installed.
btw: in the bundle are all programs EXECPT for CCE, you have to install it seperatly.

I am having exactly the same problem with Celeron2 850 Mhz, 384 Mb RAM, Windows XP professional, DVD2SVCD 1.0.7 build 1, CCE SP 2.50. This is what I saw: CCE goes up to 100% of the first pass (at 0.603 on my slow CPU) and then it terminates instead of continuing doing the other 3 passes (I selected VBR multipass with 4 passes). All the suggestions users gave here until now are verified. Anybody can help?

Sounds like you may be having the infamous CCE crash. Check out this (http://rilanparty.com/vbb/showthread.php?s=&threadid=17518) thread for more information on testing your system.
