So far I haven't been able to find the answer to this anywhere, so I hope you can clear this up for me.

When smooth quantizer fluctuation is checked, does it also apply to the credits?

With credits I mean the frames you have manually set as being the credits part of the movie. You can define I-frame and P-frame quantizers for this area, which for me are usually about 3 and 31 respectively.
But if smooth quantizer fluctuation kicks in over this area it will result in way too big credits...

Quantizer smoothing is not applied to the credits.

However, setting I-frames to 3 will result in credits much larger than anticipated (by a few hundred KB possibly..). Doesn't the jump from 3 to 31 look ugly?

I always used 2/31 with DivX4. The 2 for keyframes was needed so the rest wouldn't look like shit.
With XviD strangely I see no transition between 2 and 31 in the credits, which led me to ask this question....
I'll test it some further and if anything weird comes up I'll let you know.
