I have a DVD video with a frame rate of 25fps. Then I deinterlace it with vivtc and now it's 20fps. Now I want to convert the frame rate of the deinterlaced video to 23.976fps to increase the number of frames. How do I do that?

If it's 25 fps it's likely not telecined, so why are you applying vivtc?

Scan type : Interlaced
Scan order : Top Field First
it's interlaced, it might be some exotic stuff (see: https://forum.doom9.org/showthread.php?t=176104), but it's not straight telecined,..

PAL content usually isn't telecined and Frensch DVDs are usually not,....

Maybe he needs field matching but not decimation. That is sometimes encountered in PAL land.
