Heavily compressed WebDL with burnt in interlacing... Any hope?

So recently I was sent this web DL by a friend, unfortunately despite being the highest quality version online, it's still not high quality in fact the transfer is over 20 years old and interlaced despite my copy being progressive leading to blended frames :angry:

I'm pretty sure the frame rate was converted at some stage using frame blending, so it's burned into the video. I don't think there's any way to fix it.
If you separate the fields and check where there's blending you can see its already there.
