Is there a setting to make the MPC-HC volume control the same as the system volume?

if the player is at 100% it will pretty much relegate volume control to the system.

video music and so on are not mastered at the same volume

If you exit the player at 100% then it will start at same volume.
BTW, you may want to check audio normalization in the settings>internal filters .
