I've used Avisynth for film related content extensively but not so much for vhs tapes. So far I have Deinterlaced -> Deblocked -> Denoised but after that I'm not sure what to do, maybe that's it? Any advice needed.

EDIT: linked clip is the unfiltered tape
EDIT2: I forgot to mention that this is a tape to dvd transfer and the original tape is lost to time hence why I am deblocking

that a really bad quality VHS content!
anyway, https://github.com/Asd-g/AviSynthPlus-vsLGhost/ and edgesidebleed (https://github.com/realfinder/AVS-Stuff/blob/f326ab7694a4f9996bfca5df5e3e36ecd1f04e08/avs%202.5%20and%20up/AdvancedDenoising.avsi#L211C10-L211C23) are very handy in VHS (or analog video in general)

vsLGhost? Interesting. From the page
"This is a port of the VapourSynth plugin LGhost."
which makes it for a big LOL
LGhost was an Avisynth plugin written all the way back in 2002. Development stopped in March 2003 with v0.3.01. Then, it got ported to VapourSynth and then it got ported back to Avisynth again. We've gone full circle xD
By the way, thank you for the link, I've actually been using the old original version up until now, I didn't know that asd-g forked it and published an updated version. Cool.

AviSynthPlus-vsLGhost
How is it compared to FineDehalo and similar plugins?

For persistent artifacts in general (such as the horizontal lines) you can use a video /temporal inpainter such as propainter, or AE content aware fill for video, or other video inpainters (various "AI" object removal tools). There is a vapoursynth port of propainter, I don't think it's available in avisynth yet. A persistent horizontal defect is analgous to a persistent non wandering film scratch, just horizontal vs. vertical. The "easy" part is the shape and location doesn't really change, so there is no user input for mask generation
