Gifski: Split Video into Gifs

How do I split a video into gifs that have 90MB or less with gifski without having to split the video itself?

I tried Gifski and it fails on opening because of Edge WebView; but before closing, there aren't options related to splitting in the menu, as far as I can tell. Is it the small square program?

I installed the one from here: https://gif.ski/

Not sure if it's the real program in question. When I open it, there's some error related to mswebview and it closes.
