I was making an encoding with FFmpeg and SVT-AV1 (SVT-AV1 Encoder Lib v3.0.2-39-g2697baa) and noticed that the "tune=#" feat. is backwards.
With "tune=1" you should get "VQ = Visual Quality" but instead you get "PSNR" and vice versa.
I double check with the newest nightly of HandbrakeCLI with SVT-AV1 v3.0.2 and it's the same.

Has everyone else noticed this? Or is a known issue?

NO. That's exactly how this parameter should behave.
