Tracking errors occur in a segment: How can I solve this?

Well, I have this recording of a segment that is not currently being aired (from a well-known Mexican series in my country), but the recording has these intermittent tracking errors. How can I solve this?

What's the VCR used for the capture? It should be a high end S-VHS device with TBC and Y/C output. Sometimes they do not behave the same, so you can use a differente VCR to experiment how it wors.
As last resource you can try to disalign the tracking of a VCR that is not important for you to compensate. There are some topics about it in videohelp forums.

Little can be done in postprocessing if the defect stand for several consecutive frames, but you can give a try to Spotless, FixRipsP2 (https://forum.videohelp.com/threads/403553-Restoring-VHS-Tapes-with-Damage-%28White-Horizontal-Lines-Colour-Distortion%29) or similar
