An easy way to do it is with Resolve. Simply delimit a part, using a cut for example, position the timeline on the desired frame, and click Clip > Freeze Frame (or Shift + R). That frame will be used for the length of the cut, so you may have to duplicate the clip to get it seamless on either end, though with animation, it might not be an issue. Then, under Fusion, use the Colour Corrector to desaturate that part. Or, use the Colour Compressor filter on the timeline and set Compress Saturation to 1.0.
