I have a film that's an H264 mp4 file, I'd like to take a clip from it without re-encoding or any type of conversion. Is this possible? If so, any suggestions on how to accomplish this?

Virtualdub2 in "Direct stream copy" mode. For video, the first frame of the new file must be a key frame [K]. You can see the tipe of frame in VirtualDub2 at the bottom of the window.
Choose "Direct Stream Copy" from the video and audio , trim video using the black arrows and save using "Export-->Stream Copy"

If you want to keep the H.264 encoding (aka if you want to not have the video converted to uncompressed), you can only take whole group-of-pictures. In other words, you can only "cut" on I-frames/keyframes. Avidemux can do that.
