Anybody know what's going on here?:

Frame matching and decimating seems to work for the most part but then there are some sections where the chroma seems to be out of sync with the luma. I don't think it's a PAL-->NTSC conversion.

it seems this is already in the source.
Maybe mClean can limit this somewhat or exBlend can help.

Assuming it is the source, it looks like a bad attempt at interpolating frames. If you were to look frame by frame, you will get a good frame then 1 or 2 near duplicate bad interpolated frames.
Isn't anime suppose to be 16 fps originally and thus converted to ntsc.
You could use lossless avi then delete the bad frames and use svpflow to create much better interpolated frames.
