avisynth + frontend

hi guys, i was out for some years, dont have avisynth on my pc, but want to install.
Would like to deflicker some slow motion videos (blicking lights).
Please:
1. which avisynth verison do you recommend end of 2023.
2. which frontend to use to encode.
3. what output format and quantitizer (quality)
Just please be specific, i understand that the last question is kind of personal preferences.
