How do I replicate the look of this video clip?

I really like the look of the following video clip, and would like to replicate it when backing up my DVD collection:

It looks clean, and yet there's detail, it isn't washed out.

Any ideas on which filter or combination of filters should I use to replicate this look?

Don't see the details. (but RealSR works fine (https://imgsli.com/MjE3MDEx) with such content)

'washed out' sounds more like a tv vs pc scale issue.
