problem with CCE - big bitrate

I was set: MAX 2376, MIN 500, MAX AVG 2200 and Audio 192kb.
Pass 4x VBR, 5,17,5

In final 2 files on many parts is PEAK value: 2860 (displayed in Bitrate viewer). This is bad for my standallone DVD player. What I make bad ? CC* ignore my value ? What can I do ?

Try Max 2450, Min 300, Max Avg 2230 leave Min Avg unticked,
Try Audio Bitrate set at 128

Problem is not with low bitrate ! Problem is, that are set working value and CCE didnt accept it.

How is possible, that in many cases is in file bitrate 2860 ?

2376 + 192 = 2568 , may me 2600Max. But cannot by 2860.

I have only 1 audio and permanent subtitles ( bitrate of all subtitles is insignificant ).

( One note for link: Is not true, that 224+224 for audio is not possible. It works well )

Post your DVD2SVCD_log.txt file by using cut and paste.
What he is asking is what is the actual AVG bitrate that was used in CCE. The log file will show this.

This is a pretty well known issue and for most people is no issue at all. Either bitrate viewer is showing bad information or CCE goes above the specified Max rate for short bursts. It happens all the time and most players handle it just fine. If after actually testing it you are having problems lower the Max bitrate enough so that it works fine in your player. There really is no fix for this.

One questions - when are used permanent title, it is not possible change color after CCE processing and use crash recovery, but no CCE once again ? I think, it is not possible.

No, perm subs are encoded into the stream, if you want to change them, you have to encode again, that means to run CCE again.

Try an encode or a test encode without subtitles. I wonder if that is throwing off either the CCE calculaions or Bitrate viewer.

Have you actually tested this encode in your stand alone player or are you just assuming it won't work?
I know that in my tests I have checked my encodes with Bitrate viewer and they were well above the Max I set, but I was able to play them no problem in my Stand Alone.

BTW these are the actual bitrates used in this encode after DVD2SVCD made it's calculations.

Do You think, it can be in permanent subtitles ?

I have little problems with playback on standallone player. Movie (usually) in very slow scenes for little time stops and then immediately continues. But nothing as mosaic on picture...

F.eg. in movie The Fifth Element - Zorg goes to his spaceshuttle. This scene is very static, nothing changes, only afar goes Zorg. Sometime on my DVD player I can see: Zorg outgooing from building. To spaceshuttle it is cca 30m. Then movie stops on little moment and continue - and Zorg is almost in spaceshuttle.
I saw in bitrateviewer, but nothing suspicious.

When I tried set one movie to 1CD, then I can see stopping of movie still in same scene and always, but there is bitrate > 500. (Samsung M205)

I had asked for the calculated/used average bitrate because of a simple reason. I had tested all of my encodings using bitrate viewer, and my results are showing that if the gap between the average bitrate and the maximum bitrate is smaller than 400~600, CCE has a bad handling of the max bitrate and cannot avoid bitrate spikes bigger than the maximum bitrate used. On the other hand, if I am using (for test purpose) max=2400, min=0,avr=1000, bitrate viewer reports that the max (peak) bitrate of the encoded video is smaller than 2000.
