I have selected: "Remember last Window Size" and "Remember Last Window Position", yet it opens as a window, not full screen as exited.
Second it it is not change refresh rate when I start playback of a 29.976Hz video which should use 30Hz, even when enabled on Video->Fullscreen, but does nothing leaving the screen at 60Hz
I need both full screen always and refresh rate for using it software and neither seem to work on Windows 11
Images of options screens attached.

Disable them.

There is only 29.970 Hz (29 Hz) or 23.976 (23 Hz), but there is no 29.976 Hz

Look at your screenshot. You have selected 60 Hz for each framerate. The behavior is right if everything is set to 60 Hz.
But you want to use theese settings:

What renderer do you use? EVR cp, madVR or MPC Video Renderer?
Reset settings to default and update to latest stable release if not done already.
You have to know some basics to video frame rates and refresh rates:
In the past interlacing was invented to double the motion resolution buy using fields (half frames) and store two fields in one frame. So you get 50 Hz motion in 25 fps video, same for 59.94 Hz motion in 29.97 fps video.
So if you have 29.97 fps interlaced video you do not want to play it at 29.970 Hz (29 Hz) but you want to double it to 59.940 (59 Hz), same for 25 fps, you want 50 Hz

I'd like to use: mpc-videorenderer-rtx1.2
https://github.com/emoose/VideoRenderer/releases
With MPC-BE, as I have MPC-HC setup to use madvrmessure113 already
