There is possibility to decode mpeg2 to SVCD using DVD2SVCD / CCE...?

Hi,all!
i use Nokia9600-SCSI Sat-Digital-Receiver to get MPEG2-stream video/audio
Every time i can make SVCD with helping TMPGEnc_programm,
TMPGEnc is very good programm, but i would like to have more better quallity.

what i see, in DVD2SVCD not possible to load MPEG2-files,only IFO,
there is possibility that DVD2SVCD/CCE.250 working with mpeg2_files
for creating SVCD?
