Anybody have any idea what's going on in this sample? It's an American cartoon taken from a NTSC DVD so it should be a simple telecine but there's some weird field blending going on that doesn't make any sense to me. I thought maybe a PAL converted source telecined back to NTSC but I don't think that's it either.

The original animation probably was not 23.976 but more like 8 fps and then someone created the missing frames by inserting blends.
So to get a result with fewer blends/artifacts, try finding a pattern to get the unblended frames (using SelectEvery, if not fixed pattern can be found TDecimate in mode 7 or sRestore might help) and then either stick with the new frame rate or use motion interpolation to get to your desired frame rate.

I've seen animation before where they cheat and animate at 12fps or less and blend the frames to fill in the remainder but, from looking at it, I don't think that's the case with this. Especially considering this was 1 of 6 tv specials done by the same studio and all of the others are fully animated without blending.
