Streaming Multiprocessors 2x FP32 better processor movies?

1. Nvidia released a new video card from the 4000 series that contains Streaming Multiprocessors 2x FP32 (2 processors) and not like a normal video card with one FP32 processor!

2. Will it improve watching movies?
Will it give better viewing quality? Less noise?

1 and 2) The 3000 series also had these doubled up FP32 cores. They are used by madVR for processing, so you can turn up madVR's settings to ridiculous heights when using these cards.

3) No, not really. VRR isn't that great for video because the framerate doesn't change so we don't need dynamic timing. I don't know of any video players that use any VRR tech (yet?).
