These are my results in the properties page of Final Fantasy Rip.
Are they good?
I followed the Doom9's guide for GordianKnot using the divx4 codec.
What do I have to change?

You say you followed the doom9 guide, so why do you only get 101 kbps, isn't that much too low? Did you use a bitrate calculator (e.g. DivX4BR or GordianKnot), which bitrate does it recommend for that playing time? (I'd roughly guess a bit below 900 kbps). Or does Windows2000/XP report a wrong bitrate dimension, e.g. this is kilo-bytes per second, not kilo-bits??? How big is your AVI file?
