5.1 ch upscaling of stereo sound in different language

I have the same movie, both multi-channel English sound and stereo sound in different languages. So I want to create multi-channel audio in different language. I will only change the dialogs, how can I do this? My goal is not to emit 5.1 ch stereo sound with vst plugins. I want to create true 5.1 or 7.1 sound.
