I've tried multiple times now to get Handbrake 1.5 (latest) to open but it doesn't budge. Also installed / reinstalled the _desktop_ version of Netframework 6 and got the newest libdvdcss 1.4.3.
I put the libdvdcss 1.4.3 in the Handbrake folder. I have done these procedures in the old 1.4.2 for Windows 7.
.. and I restarted just to make sure everything found everything else.
With all those pieces in place a click on the desktop icon won't
open it, nor the application .exe in its folder. No error messages, just no program execute.
