A friend of mine sent me this file and it appears to be 29.97 progressive. Obviously it's originally a film source. The display size is also non-standard.

How do I properly convert this to the proper framerate and aspect ratio?

I downloaded the file and to be honest I don't think there's anything to fix. Sure, at one time this footage was 24fps but it has been converted to 29.97fps with what seems to be motion-compensated frame rate conversion. I do not see any duplicated frames or frame blending. Converting back down to 24fps makes some scenes look choppy. As for the aspect ratio, the dimensions as they are now are 722x538 which is really close to 4x3. 722x542 would be the exact dimensions for 4x3 AR.

Regardless, to do what you want to do, it can be done with something like this:

LSMASHVideoSource("boris.mp4")
Tdecimate()
Spline36Resize(722,542)

But again, I do not see any benefits of doing this.

This will make it 720x540. I wouldn't bother resizing.

Crop(2,0,0,0)
AddBorders(0,0,0,2)

If you want to clean up all the flicking scratches etc, use Spotless.
