sounds easy, doesn't it? well, it's not. every encoder I tried so far didn't really give me a CBR stream when I set it to CBR.. I got fluctuations of about 1mbit around the target bitrate and I need better than that. I even tried VBR or CQ modes with min=max bitrate and bitrate padding activated.. still got fluctuations that are too large. As you can see, this is not your everyday project so I'd appreciate if people who've worked on similar projects could give me some info (that doesn't mean: use cce and set to cbr and you're done because that won't give you a true CBR stream, use bitrateviewer if you don't believe me)
