Hi, I'm curious if it's possible to remove the frame blending (I think that's what this is?) from this NTSC DVD. I've seen it done for this exact source before, I'm just not sure how they did it. I'd also like to make sure that it's 23.976 fps, but I'm not sure if it is or not as DGindex says it is while Mediainfo says it's 29.97 fps.

Your link leads to a .mkv sample.
The DVD source .vob would be better.

Closer to source -> better to fix.
DGIndex sees 100% video. 29,97fps, no pulldowns.
Blind guess: A brilliant person applied a sharpener/resizer on interlaced material, so fields leak into each other.
Some scenechange residues last over 8 fields...

Decimating could possibly fix the problem

Look at those 2 fields.
The lower half has the future field n+1 leaking through.
Nothing that decimation could mend, really.
I guess that the resizing person got distracted by 1 line black bar and wanted to crop that off from the already interlaced intermediate.
You may have to go through all scenecuts, find all matching resizing parameters back,
undo that resizing while in interlaced finding the matching kernel,
then IVTC.
