I have some frames from a source vob interlaced dvd and the frames are weirdly blurred/shifted, whatever it called.

Also is there a solution?

Looks like blends for me. Not sure if there's good automatic solution, msybe srestore can replace such frames with better neighbours.

EDIT: Ignore this, you said interlaced DVD. Maybe post a section including some frames either side.

Could cause of that be "Perverse Telecine" [where what should be Progressive frame is composed of fields from 2 different progressive source frames].
Is that still Babylon5 ?
B5 [my non-remastered PAL DVD] does have perverse telecine sections.

Do a SeparateFields, and see if the fields themselves are blended.

I can't tell anything from that screen grab. You have to losslessly cut a 5-10 second clip from the VOB and post that. It might be the result of resizing interlaced video without first deinterlacing, but that can't be known without access to the video.

It just a whole scene of 450 ish frames. all frames are like it so can't fix using prev or next frames.

Did separate field and it is the same.

No resizing or adjustments of any kind, straight from the source.

It seems the source vob is bad as usual.

However I've extracted the scene from new version of B5 and crop that into 16:9. Worked and looks ok.

Is the image called ghosting?

looks like ghosting but it would really be good if you upload some raw, unmodified sample of the original file which you are looking at, this is very important.

It is raw unmodified of the original.

But it is no longer an issue.

It's all academic now.

Yep what YOU have might be raw unmodified, but emcodem is saying that nothing much can be said from looking at a png image [other than "it dont look right"].
But, as no longer and issue, nothing else to do :)
