ImgBurn is packed with features and what I use for burning discs in Windows.
It's also free.

Nero?
What about Roxio Creator & CyberLink Power2Go?
Please rate them: I rate Roxio 6.4 out of 10.

Discontinued!
How so? They're website is still up. I have never encountered a bug with them.

Last update: 8 years ago, you can't use ancient software just because it works fine on your system. for example libraries needs to be updated every 6 month. most important thing is security fixes!

I highly recommend the Nero, I can assure you that it is a good option.
Another alternative is Alcohol 120%, it has interesting options but if for some reason you think of trying the FE version (Free Edition), you have to deactivate the Luminati service (it is installed without your consent) because it contaminates your PC with the "Hola" virus, and the only way to eliminate it is by first deactivating said service as it regenerates it and then using AdwCleaner (it recognizes it as PUP.Optional.Legacy), or directly with Regedit go to "HKLM\Software\Hola" and there delete that entry.

Can you provide an example of an attack that would succeed? It doesn't run as administrator.

If you like to use old programs, for example install Cool Edit PRO, instead of Adobe Audition. Companies are not psycho to update their programs every 6 months. When there's no new update (8 years), that means the project is dead.
installation wrapper contains malware, opencandy, and installs a variety of malware if the naive users fails to "opt" out.

There is also a saying, "If it ain't broke, don't fix it".

I mainly use an old version of Nero on W7, but have used ImgBurn [free, without the appended adware, I think was not easy to find clean executable],
and also think I liked InfraRecorder ,but not used it for a long time [also free, seems last update about 2011].
http://infrarecorder.org/
I have never burnt any disks on W10, my W7 machine burner is way faster than my W10 burner.
EDIT: And there is good reason that hackers/crackers/malware_merchants down new updates immediately they are available, so that they
can find [with compare to old binary] new bugs to exploit, frequent updates means frequent new bugs.

I think someone already pointed out Scenarist in one of your other threads, I believe it might be
what you are looking for, but I aint ever tried it:- https://www.scenarist.com/
I did not spend too long looking, but did not find a cost of annual subscription.
[they don't seem to wanna tell you how much, which suggests its expensive]
EDIT: Opensource InfraRecorder downloads [x86 & x64, install or portable], with source code available:- https://www.fosshub.com/InfraRecorder.html
InfraRecorder Review
Important: Most similar tools for Microsoft® Windows® users use software bundles (comes with Adware or unwanted PUPs). InfraRecorder is one of the few CD/DVD burning tools that are 100% clean. If you find this software useful, please consider a donation (there's a donation button at the bottom of this page) to Christian Kindahl (the author). Hopefully, this will encourage him to release new, improved versions of InfraRecorder and keep it clean.
EDIT:
And here ImgBurn v2.5.8, I downloaded [from Mirror 7, direct from Imgburn site] and compared MD5 with my executable, and is exactly the same as the one I sometimes use, I believe that it is without adware.
[some other download sites add their own adware to the setup program, best to use authors download where possible].

EDIT: Anyburn, is free, recent, and looks quite good, burns bluray disks:- http://www.anyburn.com/

You need to define what "best" means to you. Nero can also convert videos = best? clonecd supports disks with copy protection = best? Every software has pros and cons.
If I just need to burn some files on a cd windows 10 is sufficient...
It's like asking what the best car is :-/

There are many free and portable burners: http://www.portablefreeware.com/index.php?p=1&sc=64&&s=25
I want the best pro for: burning data & copying discs. I can't give USB flash drives when I have no internet.

Closed by rule 12 violation: Do not ask "what's best"
You have enough suggestions, this thread can't be a discussion about best commercial software.
