What is the proper way to get this to the correct speed?

with xx set according to your taste (18?), or collect some info from movie databases.

There is no reference online for framerate of silent films. Do you know of one?

When the film was taken with a hand-cranked camera it will be something like a 'variable unknown framrate' depending on the operator, and one can only make a best guess, I am afraid.

Quick summary:

Sound film: 24 fps
1930s onward 8mm & 16mm silent film: 16 fps
Super 8 film: 18 fps
Pre-1930 silent film: 10-18 fps (often hand-cranked; no standard)

The closer we got to the sound era, the closer to 24fps they got. Many late-period silent films were meant to be played at 24fps.
