I'm trying to tune 24P progressive on an NVIDIA video card and it does not work in 24 progressive
as in a Blue Ray device

NVIDIA graphics card gives 24 Hz tuning but does not make a progressive impression
and it looks bad the movie at 24Hz

is there a video card that gives 24P progressive quality?

Nvidia card are absolutely capable of flawless 24p reproduction. It's just a matter of calculating the correct custom resolution (with custom refresh rate, that needs to take into account the deviation between audio clock and video clock, so it's not exactly 24Hz or 24/1.001Hz).

24 Progressive by Blue Ray Panasonic / OPPO / Pioneer
Quality over NVIDIA

1. the film flows smoothly without jumps / vibrations
2. the film is more colorful, a much higher quality contrast
3.the picture is more accurate, quality in every aspect

NVIDIA video card 2070 looks like a toy in front of a blue ray

That's not what you are supposed to get. But you need to read a lot if this is your current level of HTPC use. Use LAVFilters with madVR, read guides here and elsewhere. It's a long road but, at the end, your 2070 ought to be able to put pretty much any bluray player to shame.

definately not
a video card has power and is built for games with high FPS
but in the movies does not give me much
your players are also very outdated to the computer and do not play the movies properly

Second thing missing from the computer "24p True Cinema"
there is no such thing currently in the computer everything is tuned to 60 FPS for games
that is why computer movies have jumps,ome judder effects, inaccuracies and other bad side effects
It is not possible to run a 24P movie correctly on a 60P video card

What movies are you playing?

Very few disc based movies are encoded with progressive frames at 24.000 fps (24.000Hz). They are far more likely to have been encoded at 23.976 fps (23.976Hz)!

80GB 4K movies
Play a 64 bit PotPlayer
and I was able to solve today a problem of sharpness with 80GB 4K HDR movies
Play a 64 bit PotPlayer
and I was able to solve a sharpness problem today with a MADSHI video processor
and here started tears in the picture (as in games)

It has nothing to do with 23.976 Hz or 24
NVIDIA claims that you are aiming for 23 FPS or 24 FPS
you will actually get -23.976Hz In their driver

Because of PAL and NTSC, we have different refresh rates.
PAL is 50 Hz
NTSC is 60 Hz

PAL:
25 fps can be interlaced or progressive. So you can can have
25p -> simple 25 "pictures" per second
25i/50i (both are the same: 25i -> 25 frames per second interlaced, 50i -> 50 fields per second)
50p -> simple 50 "pictures" per second

NTSC:
30 fps can be interlaced or progressive. So you can can have
30p -> simple 30 "pictures" per second
30i/60i (both are the same: 30i -> 30 frames per second interlaced, 60i -> 60 fields per second which is the same)
60p -> simple 60 "pictures" per second

But the common NTSC refresh rate is divided by 1.001:
30 / 1.001 -> 29,97002997002997... so we use 29.97 to give it a name.

same for films. Originally 24 fps but to make it possible for 3:2 pulldown, 24 fps was also divided by 1.001.
30 / 1.001 = 29,97002997002997... -> "periodic" -> 29.97
24 / 1.001 = 23,97602397602398... -> "periodic" -> 23.98 or 23.976

But both 23.976 and 24.000 are reported as "24p" by TVs and monitor OSD.


Important:

There are also higher refresh rates, but for video this is sufficient.

The intention of interlacing was to double the "motion resolution" by using not the double the frames. Instead they stored only fields instead of complete frames. One field has lines 1, 3, 5, ... the other field has lines 2, 4, 6, ...
but the fields are stored in one frame and the video is flagged as interlaced so the decoder (built in player) knows to deinterlace the interlaced video. You sholud always use doubles, so 50 for PAL and 59/60 for NTSC to get smooth video playback. The player will do that for you, if correctly set up.

I'm confused... What's the exact make and model of your television?

As you (and others) may or may not be aware, any modern smart TV has an in-built media player app which should be able to play most video, audio and container formats via an USB connected or network connected HDD.

So for sheer convenience sake, there's no real need for anyone to have to connect their PC's to their TV's via HDMI anymore. Which also means there's no need for anyone to have to fiddle about with a PC's video output frequency settings to match the frequency of the encoded video!

When it comes to media file playback... Simplicity is key.

1.the screen player is not always high quality

2. the screen player does not making DTS or DTS-X

that there is a player on the screen everyone knows

When it comes to media file playback... Simplicity is key
definately not
leave the question to people with experience and understanding and enjoyment of image and sound quality.

you should buy as quality viewing devices before you answer
then realize how wrong you are

You do know that "progressive" is used to decribe that the video contains full images, not just fields, but if you use a media player it will deinterlace the fields to full frames and you will not be able to tell a difference.

I wish that you rephrase your question and I will answer. Trust me.

hmmm, maybe this is more a confusion due to YUV vs RGB respective limited vs full luma range?
This would make a huge difference in contrast and color.
