Help with improving this VHS capture?

Somebody sent me a VHS capture of the Taiwan extended version of John Woo's The Killer. It looks pretty rough and I'd like to try and improve the quality as much as possible to create a watchable video.

I don't know how it was captured, but the video sent to me is encoded at 1080p 25fps. There are tons of combing artifacts, dirt and dust all over and various problems you'd associate with poor-quality VHS sources.

I'm hoping you all might be able to help me write an Avisynth script that could take care of some of these problems and improve the overall quality as much as possible.

It's total garbage.

Ask for the interlaced unaltered digital capture from VHS.

Since the movie is available for free on YouTube, and that version is infinitely better quality, why do you want to waste time on a really awful VHS capture?

He wants help with the Taiwan version. It's half an hour longer than that YouTube version.

It would be a worthwhile project if - IF - he had a better source. It's also in the wrong aspect ratio, some kind of pan-and-scan garbage.
