ecommended filter for upscaling/resizing anime dvd to 576p?

Hello i have a interlaced NTSC dvd that i have inverse telecined and used QTGMC to remove the interlacing. Now i want to resize / upscale this video to 576p which resizer would you recommend. I tried resizing with Spline36, I am not too experienced with this

spline36-144 for downscale
If your video is of poor quality, blurry, with blocking, then bicubic for downscale

going from 480p to 576p it's probably hard to notice any real differences between most of the resizers,..

For upscaling Anime, you could try waifu2x. Selur's hybrid has a nice implementation built in. A powerful GPU helps a lot in terms of speed.
