What's with this downscaled image?

This is DXVA chroma upscaling and DXVA image downscaling from 720p with a T7500 CPU. I cropped out the black area. Why do the colors red and pink look so bad? I'm also wondering what type of scaling algorithm is used for DXVA on this CPU.

what's a t7500 "CPU" and the unscaled image is needed. looks like the downscaler is run in 4:2:0 killing the red parts.
