Change framerate

I´m trying to change fps from 24.000 to 23.976 using UsEac3To

This is the input audio file:

TrueHD/AC3 (Atmos), 7.1 channels, 48kHz
(embedded: AC3 EX, 5.1 channels, 640kbps, 48kHz)

That is possible or I need something more?

You can change the core AC3 but not the TrueHD because don't exist a free TrueHD encoder.

AFAIK ffmpeg has an experimental TrueHD encoder. (Either way you lose the Atmos part because there is no free Atmos decoder nor encoder.)
