Is the quality the same from FFMPEG vs Eac3to?

Sorry if this has been answered before but googling I don't really see an answer. I know FFMPEG has had big strides with their audio in the past.

It depends on what kind of quality, task and settings, the quality of developer support is better for ffmpeg because there is a team of open source developers behind it while closed source eac3to or madvr are not well maintained since a few years.
