why doesn't nero let me make vcd's in mode 1??

hi. i'm trying to make vcd's for my dreamcast, (i have a boot cd) and it says the cd must be in mode 1. not mode 2/xa.

but in nero, when you select video cd, the format is shaded and i can't change it. why is this and how do i make mode 1 vcd's?

Standard VCD is in Mode 2. It looks that Dreamcast has his own format, probably with purpose.
