I want to reauthor a uhd bluray where the audio is -210ms off from where I think it should be. Is there any easy way to import the UHD and export it as a 1:1 (i.e. no renecoding, everything exactly the same menus and all, except for the one playlist that I care about having audio shifted?
and if so, is there a guide for that?

You would remux that offending stream using tsMuxeR.

You could import it into BD-Rebuilder using the undocumented IMPORT_FORCE_DELAY option. So for your case you could add:
IMPORT_FORCE_DELAY=-210
to the [Options] area of your INI file. Don't forget to remove it after you're done!
After the import you could set FORCE_NOENCODE=1 or set a very large output target to keep it from reencoding. Then rebuild.
