I've been using Avisynth for a while with this script

BicubicResize(480,248,0.333,0.333)
Telecide
Decimate(5)

but just noticed i am getting a lot of noise in the still parts of my movie. THe walls, and other stationary objects look like they are moving (constant color changes)

What would be the best filter to use? (this is for live action)

Not related to your query, but...

The resize should come after Telecide(), which needs to see the original line spacing to operate correctly.

There are temporal cleaner filters that "freeze" pixels they think haven't actually changed. The thing is, there's a margin of error which causes a sort of "dirt" on the image.

I definately don't want to degrade the image. This has to be a problem with DIVX 4 since my source isn't that bad.
