ANWAY... how do i set the bitrate with vorbisenc.exe? When i type: "vorbisenc 112 filename.wav" it still encodes at 64kbps.

And when it encodes at 64kbps the average bitrate turns out to be ~41 (although i encoded pretty complicated music to test it). While it clearly says "nominal bitrate: 64" at fileinfo in winamp.

ah, found it: the bitrate should be a number between 0 and 1. 0 should be 64kbps, but it looks like it just uses the lowest bitrate possible, so the average bitrate will be lower.
When you use 0.001 you get a nominal bitrate AND an average bitrate of 64kbps.

It should be "vorbisenc -q 0 filename.wav"
I have no problem getting ~64kbps with -q0 though.
