Hello,
I'm not the most tech-savvy user but I had some good results with my combo Premiere+NeatVideo+XVid4PSP 5. But sometimes I think I may be held up by the software and I thought Its a good time to learn something new. Especially since new releases of XV4PSP are paid only now.
So, I'm open to suggestions for a good software with GUI that is up-to-date.
I also need a suggestion for a best way to 1) de-block 2) de-noise 3) upscale 4) post-sharpening and maybe some other options to improve the quality of the videos from poor sources (DVD, DVDrips, YT videos, LQ bitrate videos, etc).

Different people have different favorites and the source might dictate one filter over another.

Software with a GUI? Have you actually searched and tried any of them? MeGUI (https://www.videohelp.com/software/MeGUI), Staxrip (http://https://www.videohelp.com/software/StaxRip), Ripbot264 (https://www.videohelp.com/software/RipBot264), Hybrid (https://www.videohelp.com/software/Hybrid), etc., etc.

2) de-noiseTemporalDegrain2 is great at denoising.
I normally use,
TemporalDegrain2(grainLevel=false)
grainLevel, if input noise level is relatively low set this to false. This setting must be left enabled if disabling it increases the output noise level while all other settings are at default.
