I am in need of a media player to play MP4s. I need it to be able to play a video on my laptop screen with controls (does not have to be full screen) while at the same time playing the same video in full screen (without controls) mode on an external HDMI monitor.

Maybe something like a presentation, I believe there were threads about this in the videohelp.com forum, I don't remember the outcome.
Theoretically it can be achieved with a scriptable player assuming somebody is willing to write the code.

What do want to achieve exactly?
I am sound engineer for a quartet. The singers read their music (an MP4 video with notes and lyrics) off a large LCD HDMI monitor placed in front of them. That is the monitor I want to display full screen. I sit off to the side playing the video from a laptop that is sending the video to the HDMI monitor. From my laptop screen, I want to be able to see and control the video that the singers are seeing, so if needed, I can pause at a certain measure, or jump forward to a certain measure. I hope this makes sense. Using VLC, SMPlayer, etc. I have been able to send full screen to external HDMI monitor, but only have the controls on my laptop screen and not the video. Thank you.

give the mpc-hc web ui a chance.
i personally never used it but that pretty much what you are asking for not sure how reliable it is.
i don't know if the preview function is accurate enough for your use.

not tested because I don't have 2nd monitor but I have an idea, try foobar2000 with component Youtube Source, Columns UI, and Popup Panels. Popup Panels could create multiple video display for Youtube Source.

Thank you for suggestion. However, I am not using YouTube Videos. My MP4's are videos I have created.

Remux the MP4 to MKV with MkvToolNix. That allows you to add chapters as points in the video that you want to jump to.
Enable the tray icon for LAV Splitter and you can use that to jump to the desired chapters.
You can play/pause by clicking on the video.

Thank you for suggestion. However, I am not using YouTube Videos. My MP4's are videos I have created.
It can also play local video files
