Ench... what?

BilinearResize, Spline64Resize but they are not the best

Those are resizing kernels. What are you trying to achieve?
By simply upscaling you won't get more details (i.e you won't make the image look better).
What's your target? What do you wanna do?
I can't quite understand.

Please read the forum rule 12:

"Do not ask "what's best" because this question cannot be answered objectively. Each and everyone has their own view about what's best in a certain area. The best is what works best for you!"

Remember:
"By simply upscaling you won't get more details (i.e you won't make the image look better)."

Any TV have upscaling routines to fit the panel resolution.
Don't exist magic software to invent detail to upscale 720x480 to 4K.
You only spend time and disk space to override TV upscale with a minimal gain.

If you look at GigaPixel pricing, you can also spend a bit of money too.

eobard, you could take a look at AvisynthShader + SuperRes:- https://forum.doom9.org/showthread.php?t=172698
I've never tried it.
