Is it possible to split TS (h264+mp2) or MKV (h264+mp2) using approximate timestamps into separate sequenced video files (TS or MKV)
and make it possible join splitted files back into single file with uninterrupt h264 video playback?
I am ok with audio mp2 split/join glitches, but I want to have h264 video reversable & clean

Splitting and merging (the previously splitted) mkvs with mkvtoolnix worked fine for me so far.

Yes. It will only split on keyframes, though. If you don't have one in the exact spot you need you can split out the GOP that straddles it and reencode it, putting a keyframe where you need it.
