Pass H264 to H265

Hi all, I know maybe this sounds weird but I have my legal MKV movies in H264 and I need to reduce the size but loosing minimum quality as I can?

There´s some movies that I don´t want to burn on Bluray disc in my country each disc is too expensive, so because that I preffer to maintain this MKVs in some place

So I was thinking about pass this MKVs to a H264 so I´ll get the same but with the size decrease?

What do you recomend?

Also, if you want to lose as little quality as possible, use your original disks to rip to HEVC.

H265 is a nice option.

Thank you guys all I need to know is what program to use for encoding to H265? I just can´t see the fact of losing quality is in theory when I pass from H264 to H265 , the H265 is better quality in less size?

I had my great collection of my Bluray disc bought on different stores, I remember when I bought Terminator 2 buy Amazon several years ago and when finally the movie comes to my home I was so happy and the same with the Star Wars saga, and when I had the possibility to go to USA I bought there some movies

All right, I had my collection that I previously pass with MakeMKV to each one an MKV file just for on my day by day not scrash the disc.

When I had to move to another place the box where I had some of that movies that I bought just missing and because that I so wish to know how to pass is it H265 keeping the mostly quality but decrease the size
