On episode 3-4 of Rocko this odd bouncing effect occurs throughout the episode, but you can really see it at the 7 second mark around the lips on the 30secondTest footage. Episode 1-2 looks great. What kind of filters would I need to use to fix that, and does that kind of effect have a name so I can research it more if need be.

I didn't look too closely but that looks like it was run through a terrible deinterlacer. And it's missing frames. Someone probably took a telecined NTSC source and did very bad things to make it PAL.

Source the NTSC DVDs.

If you want to encode those for some reason, QTGMC(inputtype=1) would probably help.

This is ripped straight from the dvds with no filters being used, I know it needs deinterlaced too but the bouncing problem is still there after.
