I just found this these slides about huawei's hw265 encoder which was shown to be the best by moscow state university's comparison: http://www.compression.ru/video/codec_comparison/hevc_2018/

Huawei have servers that you can rent to do video encoding, not sure if this video coding is only to be used on their servers or whether they sell copies of the software encoder to other companies, can't find anything on their website about it.

I'm not a fan of chinese companies either but a video codec can't spy on you:P I just wish their codec had a free trial for end users to try out and a website for people to pay to licence it for a reasonable amount.

It will be interesting to see how well x265 does in this years MSU codec comparison to see whether they close the gap a bit as it is way worse than hw265 in last years comparison.

I'm pretty sure that the MSU asks codec developers which settings to choose so either they told them to use those settings or they didn't bother replying to their email. Either of those options are bad.

Huawei codec used in three ways: Huawei Could, An android APP called Huawei Video, and some offline operator service.
If you are interesting in this codec, you are welcome to try it through Huawei Cloud.

However Huawei Cloud for international service is under construction.
There are two website: www.huaweicloud.com (Chinese station) and intl.huaweicloud.com (International station) with two languages.
In Chinese station with Chinese language, there are seven services:

视频直播(Live)
短视频(Short Video)
视频点播(Video on Demand)
媒体转码(Media Processing Center)
视频质量(Video Quality Service)
融合视频云服务(Convergent Video Cloud Service)
视频监控(IVS Could Service)

HW265 codec support six of them (excepting IVS Could Service).

Is there any way to get some standard videos encoded with this encoder, or access to the encoder itself for testing?

I don't believe I've heard about it other than in this thread, or since the last posts nearly two years ago.
