How to cut video into non-overlap pieces?

I have some BD disc to encode. Unfortunately, my 4720HQ cannot handle continuous workload, so I want to cut the video into smaller piece, preferably by chapter or cutscene, so that when appended (using MKVToolnix), the video is still frame-accurate?

I did some searching and found out that the frame option in Handbrake is not frame-accurate unless the selected frames doesn't refer to any of the not included frames, so keyframes in cutscene/chapter sound feasible to me.

Can't you remux the Blu-ray using either MakeMKV or MkvToolnix to mkv and then split the output using mkvtoolnix?

I'm just not sure that this method, and any ffmpeg-based method, is frame-accurate.

I'm no expert, but it seems to me, that when you don't cut-off randomly (leaving an open GOP), and start each new segment on a keyframe, this should work.
