How to solve this with Avisynth?

I'm really new at Avisynth but I try to know the basics to solve some problem while I encode one of my Bluray I had a problem with some parts of video like some vibration around the edges espically on the right side of the image of any character and i try to use sharping filters to solve it but it still not effected.
can someone help me?
